The logistics section is responsible for the conduct of procurement, storage, inventory, distribution, and disposal of PNP supplies and equipment. It is also responsible for the maintenance as well as undertaking effective management control through accounting and monitoring of PNP supplies and equipment.
At Biñan City police station, there are only minimal problems when it comes to sources of funds and equipment because it has the full support of the local government unit. PCpl Jacel Grace Pacete, logistics/supply Action PNCO, explained to us how she manages and supervises the logistical matters of the police station. The logistical profile in terms of mobility is enough to provide transportation services in support of operational as well as administrative activities. In terms of firearms and ammunition, every police personnel of the station has their short firearms and is issued with ammunition every three(3) years for renewal. These are organic issues from the PNP. On the other hand, the local government also donated forty-seven(47) long firearms and seven(7) snipers. In terms of communication equipment, they have plenty of Hytera radios used for communication in the station up to their different areas of responsibility to respond immediately to any concerns at the station. While in terms of the facility, the local government is the one responsible for the maintenance and repair of the station.
The Logistical Unit Performance Evaluation Rating (UPER) of Biñan CPS is highly commended at the provincial level. During the last UPER release, Biñan CPS ranked first in the logistics unit upon accomplishing its compliance, sometimes beyond what is required. We were also oriented on the PNP Logistics Data Information and Management System or PNP LDIMS which is used to establish and maintain a central database that can provide relevant information on all PNP logistical assets in real-time. To include transaction monitoring, asset control, movement, utilization, and availability of system-generated reports relevant to planning and decision-making. Meanwhile, the property book is strictly maintained by PCpl Pacete to ensure that all the records of issued properties to every personnel are monitored especially during breaks and re-assignment of personnel to other units or stations. In terms of record management, the station has hard copies of records that are stored in an organized manner in file cabinets.
The dissemination of policy on the responsibility and accountability of police officers is done through Personnel Accounting Information System(PAIS) during morning formation and also through messages and emails. According to PCpl Pacete, one of the best practices in the logistics section of Biñan CPS is a harmonious relationship with the local government. It will support the police station when it comes to sources of funds and procurement of equipment. In addition, the welfare of personnel should be given into consideration because logistical work is difficult and not all personnel can perform this duty.
They also need to have assistants specifically Non-uniformed Personnel(NUP) that will help them in performing their duties efficiently. Lastly, PCpl Pacete reminded us to have integrity in this kind of work because there will be a lot of temptation in terms of money that can mislead you in your mandate as a public servant. There is no amount of money that can be as equal to the reputation of a person. Our personal reputations are vital to our self-esteem and can make us feel happy, fulfilled, and appreciated.
